Health Service Commission jobs: how to apply on the HSC eRecruitment System

Register on the HSC eRecruitment System, fill your profile the way it expects, apply, print your form and follow shortlists and appeals from the same account.

The Health Service Commission (HSC) recruits health workers for the Ministry of Health headquarters, referral hospitals and specialised institutions, and it takes applications through its eRecruitment System. Most of the work is in the profile: once it is complete, applying for a post takes minutes. The system is strict about file types, though, and a certificate uploaded as the wrong format can weaken an application. This guide follows the HSC applicant manual of January 2025 step by step.

Where HSC vacancies appear

The HSC publishes available positions on hsc.go.ug and uploads them to its eRecruitment System. Applicants express interest in a vacancy, complete the application on the system and upload the documents for each job. The HSC website gives the address of the system as hscers.ug/ers/, and every step below happens there.

District and city health posts are often advertised by district or city service commissions instead, with paper forms. Check who issued the advert first.

Register and log in

Open hscers.ug/ers/, or follow the link from hsc.go.ug, read the information about the advert and go to Job seekers log in. Register if you are new; if you registered for an earlier exercise, log in with the same details and update your profile. You log in with your email address and password, so use an address you will keep.

Complete your profile section by section

After logging in, click My account. The manual sets out what each section needs, and the file rules differ from one item to the next.

  • Passport photo: upload an image such as png or jpeg, not a PDF.
  • Personal details, including your date of birth and National Identification Number, plus an image of your national ID. Again, not a PDF.
  • CV: upload it as a PDF, not as an image.
  • UCE and UACE: select the year and upload a PDF of the certificate, not the pass slip. Pick subjects and grades from the lists rather than typing them.
  • Institutions attended: give the years, choose the category and qualification and attach a PDF of the certificate and transcript. If your institution is missing from the list, choose other and type its name.
  • Experience: the years and months of relevant experience, your current employer and post, and your current salary in numbers without commas.
  • Recommendation: if your current employer recommends you, give the name and title and upload the letter as a PDF.
  • Licence: if you are licensed, enter your licence number and council registration number and upload images (jpg or png) of the licence and registration certificate.
  • Employment record: for each workplace, the years, post and employer, with a PDF of the appointment letter or contract.
  • Other information: any convictions, government service details and your referees.

When you finish, the system asks whether you want to apply for a job now and saves what you entered. A status page then shows which parts are complete.

Apply for a post and print your form

  • Log in and click New jobs.
  • Click the details icon of the job you want and then Apply now.
  • Update any information the system asks for and click save until you reach the end of the form.
  • Click Submit application.
  • Click Print to print your Form 3 of application, and keep it.

Some vacancies are declared as direct jobs. For those, the manual says you apply through Apply Direct Jobs using the advert reference code.

How many posts can you apply for?

The HSC website tells applicants to select one job of their choice, while the manual notes that a candidate can apply for a maximum of two jobs per advert. The advert you are answering decides. If it is silent, apply for the one post you fit best rather than risk breaking a limit.

Follow shortlists, complaints and appeals in the system

Your account keeps a record of what you applied for under View all applied jobs list. After shortlisting, open Interview program and then shortlist, select the advert and job title, click search and then shortlisted to see the names.

If something goes wrong, use Appeals and complaints in the left menu, click Add inquiry or appeal and submit the details. You can come back to the same menu to see the status of what you sent.

Mistakes the manual warns about

  • Uploading a PDF where the system wants an image, for the photo, national ID, licence and registration certificate, or an image where it wants a PDF, for the CV, certificates and letters.
  • Uploading a UCE or UACE pass slip in the certificate field.
  • Typing subjects, grades or qualifications instead of selecting them from the lists.
  • Putting commas in the salary figure.
  • Attaching your ID or other papers in the employment record, which is only for appointment letters or contracts.

Help and the no fee rule

The HSC website says all services of the Commission are provided free of charge and tells applicants not to accept to pay anyone. The manual lists info@hsc.go.ug and +256 414 348 501 for help. Before the post, check your licence is current: our guide to nurse and midwife registration explains the UNMC process.

Frequently asked questions

What is the address of the HSC eRecruitment System?

The HSC website gives it as hscers.ug/ers/ and links to it from hsc.go.ug. Vacancies are published on the website and uploaded to the system, where you apply.

Should I upload my documents as PDF or as images?

It depends on the item. The HSC manual asks for the passport photo, national ID, licence and council registration certificate as images such as jpg or png, and for the CV, academic certificates, transcripts and letters as PDFs.

Can I upload my UCE pass slip?

Not in the certificate field. The manual says to upload the UCE and UACE certificates there, not pass slips.

How do I know if I was shortlisted?

Log in, open Interview program and then shortlist, select the advert and job title and search. The HSC also posts shortlists and interview schedules on hsc.go.ug.

Someone says they can get me an HSC job for a fee. Is that real?

No. The HSC says all its services are free of charge and tells applicants not to accept to pay anyone. Report such offers to the Commission and the police.
