Every district and city in Uganda has a service commission that recruits for its own local government: teachers, health workers, accountants, law enforcement officers and many more. There is no single national portal for these jobs. Each commission publishes its own advert, and many still want a paper form filled in triplicate and delivered to a post office box. The advert you answer sets the rules, so this guide shows how to read it, using two recent district adverts as examples.

The district advert sets the route

Lyantonde District Service Commission's External Advert No. 4 of 2026 and Amuru District's External Advertisement No. 01 DSC/2025/2026 both asked for paper applications on the Public Service Commission's Form 3, but their attachments, addresses and deadlines differed. Another district can choose another method. Do not rely on what worked for a friend in a different district: follow the advert in front of you, and only use email or a portal if that advert names it.

Most district adverts appear on the district's website, usually under Opportunities or Jobs, and on its notice board. Lyantonde's sat under Opportunities, Jobs on lyantonde.go.ug.

Write down the post title and reference number

Each post carries a reference number, such as LYDSC/4/1/2026 for District Education Officer in Lyantonde or ADSC/A/1/2025/26 in Amuru. Lyantonde asked applicants to state the post and its reference number, and Amuru said applications should bear the title and reference number of the post. Put both on the form and on the envelope, exactly as printed, so the clerk can sort your application to the right post.

Get the form and the job description

Both adverts asked for PSC Form 3 (Revised 2008), which Lyantonde calls PSF3. Lyantonde said forms and job descriptions can be obtained from district service commissions and from the Public Service Commission and Ministry of Public Service websites; Amuru said forms are obtainable from district service commission offices countrywide. Read the job description and person specification before you apply: it lists the qualifications and experience the commission will check.

Fill it in triplicate and attach certified copies

Both adverts asked for the form in triplicate. Their attachment lists show how much the details can vary:

  • Lyantonde, No. 4 of 2026: three recent coloured passport photos, certified copies of academic documents, registration certificates and practising licences, and academic and national IDs. These must be attached.
  • Amuru, No. 01 of 2025/2026: the form filled in your own handwriting, three recent passport size photographs, a photocopy of the National ID (marked must), three sets of certified photocopies of academic certificates and transcripts, registration certificates and annual practising licences where applicable, and a detailed CV.

Make the copies and get them certified days before the deadline, and keep a full photocopy of everything you hand in for yourself.

Serving officers apply through their head of department

If you already work in public service, read the advert for extra steps. Amuru told serving officers to route all applications through their Head of Department or Responsible Officer, who should be told the closing date to avoid delays, and to attach their appointment letter, confirmation letter and appraisal forms for FY 2024/2025.

Deliver it on time to the right address

Applications go to the Secretary of the District Service Commission at the address in the advert: P.O. Box 10, Lyantonde for Lyantonde and P.O. Box 1074, Gulu for Amuru. Lyantonde's deadline was 30 September 2026 and Amuru's 12 February 2026. A paper application has to arrive, not just be sent, before the closing date, so post or deliver it early. If you hand it in, ask whether the office can acknowledge receipt, and note the date and the name of the person who received it.

Recruitment is free

Lyantonde's advert states that recruitment into public service is free of charge, that giving or offering anything to commission members or the technical team is illegal, and that anyone who demands a bribe should be reported to bodies such as the Inspectorate of Government, the State House Anti-Corruption Unit, the Equal Opportunities Commission, the police or the Resident District Commissioner. Never pay to be shortlisted.

Frequently asked questions

Can I apply for a district job online?

Only if the advert says so. The district adverts we checked, from Lyantonde in 2026 and Amuru for 2025/2026, asked for paper forms sent to the Secretary of the District Service Commission.

Which form do district service commissions use?

Both adverts we checked asked for Public Service Commission Form 3 (Revised 2008), also called PSF3, filled in triplicate. Forms are available from district service commission offices and, according to Lyantonde, from the Public Service Commission and Ministry of Public Service websites.

Do my copies need to be certified?

Yes, in both adverts we checked. Lyantonde asked for certified copies of academic documents, and Amuru for three sets of certified photocopies of academic certificates and transcripts.

I work for a district already. Can I post my application directly?

Check the advert. Amuru told serving officers to route applications through their Head of Department or Responsible Officer and to attach appointment, confirmation and appraisal documents.

Where do I find job descriptions?

From the district service commission, and Lyantonde's advert also points to the Public Service Commission and Ministry of Public Service websites.
