Judicial Service Commission jobs: Form 1 or Form 2 and the single PDF rule
Which JSC application form to use, the order of attachments its 2026 advert set, how to build one PDF and where to send it.

The Judicial Service Commission (JSC) recruits judicial officers and administrative staff for the Judiciary, and it does not use an online portal. Applicants fill a typed Word form, attach documents in a set order and email everything as one PDF to an address that differs for each post. Each of those details was a condition in External Advert No. 5 of 2026, and getting one wrong can cost the application. This guide explains them using that advert as the example.
Pick the right form
The JSC uses two application forms, both on the Application Forms page of jsc.go.ug as Word documents: Form No. 1 of 2021 for judicial officers and Form No. 2 of 2024 for administrative and other staff. In External Advert No. 5 of 2026, Part 1 covered judicial officers such as Justices of the Court of Appeal, High Court judges, registrars and magistrates, and Part 2 covered administrative and other staff such as ICT, estates and secretarial posts.
Both forms must be typed. The 2026 advert said handwritten forms would not be accepted.
Judicial officers: attach these, in this order
For Form 1, the 2026 advert listed the attachments in the order below. Check the advert you answer, because the JSC can change the list.
- A copy of your National ID.
- A passport size photograph.
- An up to date CV.
- Copies of academic certificates and transcripts certified by the issuing institution. UCE and UACE certificates should be certified by UNEB.
- Names, contacts and letters of recommendation of two professional and two character referees.
- A Certificate of Enrolment, except for applicants in Government of Uganda service.
- Four samples of judgments written, reports, submissions or academic writings.
- A certified copy of your latest complete Declaration of Income, Assets and Liabilities from the Inspectorate of Government, for applicants in the Judiciary or public service.
- Copies of previous appointment, confirmation and promotion letters, where necessary.
- Any other relevant documents.
- Your self assessment declaration on competencies, in the format on the JSC Self Assessment Guides page.
Administrative and other staff: the Form 2 list
- A copy of your National ID.
- A passport size photograph.
- An up to date CV.
- Copies of academic certificates and transcripts certified by the issuing institution, with UCE and UACE certified by UNEB.
- Names, contacts and letters of recommendation of two professional and two character referees.
- A certified copy of your latest Declaration of Income, Assets and Liabilities from the Inspectorate of Government, for applicants in the Judiciary or public service, where necessary.
- Copies of previous appointment, confirmation and promotion letters, where necessary.
- Any other relevant documents.
Build one PDF and send it to the right address
The advert required all documents to be combined into a single PDF and sent to the Secretary of the JSC at the application email address given against each position. Every post had its own address. The two Court of Appeal posts, for example, used applicationsjca2026@jsc.go.ug. An application sent to a general inbox or to the address of another post may never be considered.
Before you send, open the PDF and check that every page is readable, the right way up and in the advertised order, and that the typed form comes first. Give the file a clear name with your name and the post. The 2026 deadline was midnight on Monday 24 August 2026; send yours well before the stated time.
To: [application address printed against the post] Subject: Application for [post title], JSC External Advert No. [number] of [year] Dear Secretary, Please find attached my application for the post of [post title], completed on JSC Application Form No. [1 or 2] with the supporting documents in the order set in the advert. Yours faithfully, [Full name] [Phone number]
One post, no canvassing
The 2026 advert allowed each applicant to apply for only one position and said applying for more than one would lead to automatic disqualification. It also warned that no applicant or agent should contact any member, officer or staff of the Commission, and that canvassing by or for an applicant would lead to automatic disqualification. The JSC says the application process is free and that no one should pay money to anyone for any service relating to it.
Writing samples and checks on your documents
Judicial officer adverts ask for at least four samples of professional written work, such as civil and criminal judgments, legal reports, submissions or pleadings, legal opinions or academic writing. The JSC reserves the right to verify the authenticity, authorship and originality of every document, so send only your own work and keep the originals ready.
After you send it
Only shortlisted candidates are contacted for the next stages, which can include aptitude or competence tests and oral interviews announced on jsc.go.ug. The advert said applicants who hear nothing by the end of the process should consider their applications unsuccessful. For questions, the 2026 advert gave the phone number +256 414 344154 and an enquiries email address.
