Accountant salary in Uganda: local government scales for 2026/27
District adverts place an Accountant at U4 Upper, a Senior Accountant at U3 Upper and a Principal Internal Auditor at U2 Upper. Here is what each scale pays in 2026/27.
Accountants employed by districts and other public bodies are paid on the general public service structure. District Service Commission adverts give the scale for each post, and Circular Standing Instruction No. 6 of 2026 gives the pay for each scale from 1 July 2026.

In 2026/27 every point of scale U2 pays UGX 4,500,000 a month. In 2025/26 the U2 Upper scale ran from UGX 1,282,315 to 1,527,241. The U3 and U4 figures did not change.
How to read the scale on an advert
Upper and Lower are separate bands of the same scale. U4 Upper is the professional cadre band for graduates and U4 Lower the administrative band, which is why an Accountant is advertised at U4 Upper while an Assistant Secretary in the same Kyenjojo advert is at U4 Lower.
A range means the scale has several salary points. Ask the District Service Commission which point applies to you.
Banks, NGOs and companies
Private employers set their own pay, so these scales are a reference point rather than a market rate for accountants in Uganda.
When we checked on 12 October 2026, none of the accounting or finance adverts on work.co.ug published a salary figure. Ask for the gross monthly pay and the benefits in writing before you compare.
From the scale to the amount you receive
At the top of U4 Upper, UGX 940,366 a month, PAYE is UGX 170,360 in a month without Local Service Tax. An accountant on pensionable terms, outside NSSF, would receive UGX 770,006 before loans or other deductions. Local Service Tax for this pay is UGX 90,000 a year.
