Basic Function (Summary of the function).
The Senior Monitoring and Evaluation Officer will support the development and implementation of the TVET Council’s performance monitoring and evaluation systems to track strategic objectives, programmes, projects and regulatory initiatives. The position coordinates data collection, analysis and reporting; assesses performance trends against planned; supports evaluations and learning; and provides evidence to enhance accountability, and continuous improvement within the TVET Council.
Duties and Responsibilities
- Develop and implement Monitoring and Evaluation frameworks, tools and systems to track the implementation and performance of the TVET Council’s Strategic Plan, programmes, projects and regulatory initiatives.
- Coordinate the development, review and alignment of performance indicators, targets and reporting frameworks with the TVET Council’s strategic priorities, national TVET objectives and results-based management approaches.
- Coordinate the collection, validation, analysis and interpretation of quantitative and qualitative data to assess progress, outcomes and effectiveness of TVET Council initiatives.
- Prepare timely and accurate performance reports, including quarterly, annual and management reports, to support evidence-based decision-making and accountability.
- Monitor the implementation of strategic and operational plans, identify performance gaps, assess risks and recommend appropriate corrective actions and improvement measures.
- Support the design and implementation of evaluations, including baseline studies, programme reviews, mid-term evaluations, end-term evaluations and impact assessments.
- Develop, maintain and continuously improve M&E databases, dashboards and reporting systems to facilitate access to reliable and timely performance information.
- Conduct data quality assessments, verification exercises and performance reviews to enhance the accuracy, completeness and reliability of reported information.
- Coordinate performance review processes and reporting engagements within the TVET Council departments.
- Document and disseminate lessons learned, good practices, innovations and success stories to strengthen institutional learning and continuous improvement.
- Support the integration and utilization of digital monitoring tools, data analytics and visualization approaches to enhance performance tracking, reporting and strategic decision-making.
- Undertake any other duties and responsibilities as assigned by the supervisor.

Education requirements:
- Master's degree in Monitoring and Evaluation, Statistics, Economics, Social Science, Public Policy, Education Management, Development Studies or a related field.
- A minimum of a bachelor’s degree in statistics, economics, social sciences or related relevant field is required.
- A professional certification in M&E is an added advantage.
Experience
- At least three (3) years of relevant working experience in Monitoring and Evaluation, preferably within the public sector, education sector or donor-funded programmes.
- Demonstrated experience working within public sector or development environment will be an added advantage.
- Strong expertise in M&E methodologies and tools.
Knowledge and Skills
- Knowledge and practical skills in designing, implementing and managing M&E frameworks, tools, indicators and reporting systems aligned to results oriented management approaches.
- Ability to collect, validate, analyse and interpret quantitative and qualitative data using appropriate analytical tools to generate reliable evidence for decision-making.
- Knowledge of strategic planning, performance monitoring, programme evaluation and institutional reporting.
- Skills in conducting assessments, preparing analytical reports, documenting lessons learned and disseminating findings to support continuous improvement.
- Ability to coordinate with stakeholders, work within a team, facilitate performance reviews and utilise digital platforms, dashboards and data visualization tools for effective monitoring and reporting.
