Basic Function

The Senior Accreditation Officer, (Health) is responsible for coordinating and implementing accreditation processes for TVET providers and programmes within the health sector, in line with the TVET Act, 2025 and TVET Policy implementation Standards, 2019. The incumbent ensures that accredited institutions meet the prescribed standards for TVET providers in the health sector, health equipment, health trainers, and programme delivery necessary to produce competent health sector professionals.

Accreditation Coordination and Implementation

a) Conduct preliminary reviews of applications from health-related TVET providers seeking accreditation and for the programmes or courses.

b) Assess compliance with accreditation requirements including staffing, training facilities, laboratories, workshops, and equipment adequacy as per the TVET Act, 2025.

c) Participate in and coordinate on-site accreditation assessment visits for health and allied training providers.

d) Prepare technical reports and recommendations to the Manager Accreditation on applications for granting, renewal, or refusal of accreditation.

Quality Assurance and Monitoring

a) Conduct regular inspections and audits of accredited health TVET providers to ensure compliance with accreditation standards and training guidelines.

b) Identify gaps in institutional or programme delivery and recommend corrective actions.

c) Support reinstatement reviews for suspended or revoked accreditations where compliance has been restored.

d) Guide institutions in establishing internal quality assurance and self-assessment mechanisms.

e) Participate in the registration and licensing of TVET trainers.

f) Participate in the registration of artisans, craftsmen, technicians and technologists.

Enforcement and Compliance

a) Identify and report unaccredited institutions or non-compliant health training programmes to the Manager Accreditation for enforcement action under the TVET Act, 2025.

b) Support investigations and enforcement procedures in liaison with the Legal Services and Council Affairs Department.

c) Maintain up-to-date records of accredited, suspended, or revoked health training institutions.

Sector Liaison and Stakeholder Engagement

a) Collaborate with the government agencies and ministries (Ministry of Health, Uganda Health Professionals Assessment Board (UHPAB), professional councils, and sector bodies to align the accreditation standards.

b) Participate in the development and review of accreditation tools, manuals, and guidelines specific to the health sector.

c) Provide technical support to health training providers on accreditation processes and requirements.

Reporting and Documentation

a) Prepare and submit field reports, inspection summaries, and compliance findings to the Manager Accreditation.

b) Contribute quarterly and annual accreditation performance reports.

c) Maintain accurate records of accreditation data for the health sector in the Council database.

Education Requirements

a) Master’s degree in medical education is a Must.

b) A bachelor’s degree in nursing, Midwifery, Laboratory Technology, Pharmacy, or related health and allied health fields.

c) A diploma in Nursing or Midwifery.

Experience

  • Minimum of Six (6) years’ working experience in the health sector.
  • At least three (3) supervisory experience in health sector or health training Institutions.

Knowledge, Skills, and Abilities

  • Deep understanding of the TVET Act, 2025, and national health training standards.
  • Knowledge of competency-based education and quality assurance principles.
  • Strong analytical, reporting, and field assessment skills.
  • High ethical standards and objectivity in accreditation assessments.
  • Good communication, teamwork, and stakeholder coordination skills.
  • Proficiency in digital accreditation tools and MS Office applications.

Travel Requirements

Frequent travel across the country for institutional inspections, assessments, and stakeholder consultations.
