On behalf of our client in the Manufacturing Sector, we are looking for competent and experienced Safety, Health, Environment & Quality Manager-SHEQ tobe based in Kampala.

Number of Positions : One (1)

Duty Station : Kampala, Uganda

Job Summary : The SHEQ Manager is responsible for developing, leading, and continuously improving the organization's Safety, Health, Environment, and Quality (SHEQ) management systems. The role ensures compliance with legal, regulatory, client, and organizational requirements while promoting a culture of safety, environmental responsibility, operational excellence, and quality assurance across all company operations.

Main Duties and Responsibilities

SHEQ Strategy and Leadership

  • Develop and implement the organization's SHEQ strategy, objectives, and annual improvement plans.
  • Provide leadership and direction on all SHEQ matters across the business.
  • Promote a proactive SHEQ culture and ensure management commitment at all levels.
  • Advise senior management on SHEQ risks, compliance requirements, and performance improvement opportunities.
  • Lead SHEQ committees and management review meetings.

Safety Management

  • Develop and maintain Occupational Health and Safety Management Systems.
  • Ensure compliance with national occupational safety legislation and industry standards.
  • Oversee risk assessments, Job Hazard Analyses (JHAs), and safe work procedures.
  • Lead investigations of accidents, incidents, near misses, and dangerous occurrences.
  • Monitor implementation of corrective and preventive actions.
  • Ensure emergency response and business continuity plans are effective and regularly tested.

Health Management

  • Develop workplace health programs and employee wellness initiatives.
  • Monitor occupational health risks and control measures.
  • Oversee medical surveillance and fitness-to-work programs.
  • Ensure effective management of workplace health incidents and exposures.

Environmental Management

  • Establish and monitor Environmental Management Systems.
  • Ensure compliance with environmental regulations, permits, and client requirements.
  • Oversee waste management, pollution prevention, emissions monitoring, and sustainability initiatives.
  • Lead environmental impact assessments and mitigation programs where applicable.
  • Promote environmental awareness and conservation initiatives.

Quality Management

  • Develop and maintain Quality Management Systems (QMS).
  • Ensure compliance with ISO standards, client specifications, and internal quality procedures.
  • Monitor quality performance indicators and customer satisfaction levels.
  • Lead internal audits and coordinate external certification audits.
  • Drive continuous improvement initiatives and root cause analysis processes.
  • Ensure effective management of non-conformities, corrective actions, and preventive actions.

Audits, Compliance and Risk Management

  • Lead SHEQ audits, inspections, and compliance assessments.
  • Ensure compliance with applicable laws, regulations, and contractual obligations.
  • Maintain risk registers and monitor mitigation measures.
  • Liaise with regulatory bodies, certification agencies, and clients on SHEQ matters.
  • Prepare the organization for regulatory inspections and certification audits.

Training and Competence Development

  • Develop and implement SHEQ training programs.
  • Ensure all employees receive appropriate safety, quality, and environmental training.
  • Conduct SHEQ awareness campaigns, toolbox talks, and management briefings.
  • Assess competency levels and identify training requirements.

Reporting and Performance Monitoring

  • Establish SHEQ Key Performance Indicators (KPIs) and targets.
  • Analyze SHEQ performance data and recommend improvement actions.
  • Prepare monthly, quarterly, and annual SHEQ reports for management.
  • Present SHEQ performance updates to executive leadership and clients.
  • Monitor trends and benchmark organizational performance against industry standards.

Contractor and Client Management

  • Evaluate contractor SHEQ compliance and performance.
  • Ensure subcontractors adhere to company SHEQ requirements.
  • Participate in client audits, inspections, and progress meetings.
  • Address SHEQ concerns raised by clients and stakeholders.

Q ualifications, Experience, and Skills

  • Education: Bachelor's Degree in Occupational Health and Safety, Environmental Science, Engineering, Quality Management, Industrial Safety, or related field.
  • Master's Degree in a related discipline is an added advantage.
  • Professional Certifications: Membership of a recognized professional body is desirable.
  • Experience: Minimum 8- 10 years of experience in Safety, Health, Environment, and Quality management
  • At least 5 years in a managerial role.
  • Experience in construction, manufacturing, energy, engineering, logistics, mining, or infrastructure projects is preferred.
