The National Social Security Fund is the main savings scheme for workers in Uganda's private sector. Every month your employer should deduct 5% of your gross pay, add 10% of its own and send the total to NSSF. This guide explains how to check that the money arrives, when you can reach part of it before retirement, and which benefits NSSF pays.

Who is covered

NSSF says the Fund covers all employers, irrespective of the number of employees, for employees between 16 and 55 years of age, with the exception of employees under the government pension scheme. It says that under the NSSF (Amendment) Act 2022 this includes small and large companies, permanent and temporary staff, casual and subcontracted staff and partnerships.

People who are not covered by the mandatory rules, such as the self employed, can save voluntarily, and members can contribute more than the standard rate. NSSF says any Ugandan can now register as a member.

How the contribution works

Your employer must deduct 5% of your total gross monthly wage and add 10% of it, a total contribution of 15%. NSSF says contributions must be paid by the 15th day of the following month.

NSSF on a gross monthly wage of UGX 800,000
Employee contribution (5%): UGX 40,000, deducted from your pay
Employer contribution (10%): UGX 80,000, paid on top of your pay
Total saved for you this month: UGX 120,000

Only your 5% appears as a deduction on your payslip. The 10% is the employer's own contribution, paid on top of your pay.

Register and check your statement

If you are new to formal work, register as a member online with your National Identification Number or passport number, then give your NSSF number to your employer. If you have worked before, you may already have a number, so check before registering again.

You can check your balance and statement through the NSSFGo app or on the NSSF website. Compare the months listed with your payslips. A month that shows an NSSF deduction on your payslip but is missing from your statement needs to be raised quickly.

NSSF customer service has a toll free line, 0800 286 773, and the email address customerservice@nssfug.org. Its head office is at Workers House in Kampala.

If your employer deducts but does not pay

Ask HR in writing for the payment details for each missing month. If the gap is not fixed, contact NSSF customer service with copies of your payslips. The NSSF website also links to a whistleblower channel.

Keep every payslip. The Employment Act entitles you to an itemised pay statement with each payment of wages, and those statements are your evidence that the 5% was taken from your pay.

Midterm access

The NSSF (Amendment) Act 2022 introduced midterm access, a partial payment before retirement. NSSF describes two groups who qualify:

  • A member aged 45 or older who has made contributions for at least 10 years can receive a sum not exceeding 20% of accrued benefits.
  • A member with a disability aged 40 or older who has made contributions for at least 10 years can receive 50% of accrued benefits. NSSF lists a letter from the National Council for Persons with Disabilities among the documents.

NSSF asks applicants for their NSSF number, National Identification Number, bank account details and a phone number registered in their own names, and it accepts applications online and at its branches. Apply yourself through official NSSF channels and never pay anyone who offers to speed up a claim.

The benefits NSSF pays

  • Age benefit: for contributing members who reach the retirement age of 55, whether or not they are still working.
  • Withdrawal benefit: for members who have reached 50 and have been out of employment for a year.
  • Invalidity benefit: for a member who has lost earning capacity through physical or mental incapacity, verified by an NSSF doctor.
  • Survivors' benefit: paid to the relatives of a deceased member, such as a spouse, children or dependent parents.
  • Emigration grant: for members who have worked in Uganda and are leaving the country permanently. NSSF says applicants must have been out of employment, with no contributions, for at least three months before applying.
  • Exempted employment benefit: for members who join employment categories that are exempted from NSSF. NSSF's document list mentions police officers, the army, Parliament staff and pensioners.

Claims can be submitted online. Common documents include a passport size photograph, a valid ID, proof of your bank account and, for most benefits, a letter showing that your employment ended. NSSF asks claimants to present original documents for comparison with the copies.

Save more if you can

NSSF runs a voluntary plan called Smartlife Flexi, open to anyone above 16 with a National Identification Number. Non citizens with a valid passport and refugees with valid identification can also join. The minimum deposit is UGX 5,000, the money is locked for the first 12 months, and after that you can withdraw. Returns are credited monthly.

NSSF publishes the interest rate it pays to members each year. Check the latest declared rate on nssfug.org rather than relying on an old figure.

Frequently asked questions

How much is the NSSF deduction in Uganda?

5% of your total gross monthly wage is deducted from your pay, and your employer adds 10%, so 15% goes to NSSF every month.

Can I withdraw my NSSF savings when I lose my job?

Not straight away in most cases. The withdrawal benefit is for members aged 50 who have been out of employment for a year. Midterm access is for members aged 45 or older with at least 10 years of contributions, or 40 or older for members with a disability. Members leaving Uganda permanently can apply for the emigration grant.

I work for a company with three staff. Must it pay NSSF?

Yes. NSSF says that since the NSSF (Amendment) Act 2022, all employers must make mandatory contributions for their staff, whatever the number of employees.

My statement is missing some months. What should I do?

Ask your employer in writing for the payment details for those months, since contributions are due by the 15th day of the following month. If the problem continues, contact NSSF customer service on 0800 286 773 with copies of your payslips.

Do government employees pay NSSF?

NSSF says its mandatory cover excludes employees under the government pension scheme. If you work in the public service, ask your HR office which scheme applies to your terms of service.
