Basic Function

The Senior Officer, Accreditation (Agriculture Education and Training) is responsible for coordinating accreditation and quality assurance of Agriculture Education and Training related TVET programmes and institutions in accordance with the TVET Act, 2025. The role ensures that agriculture science related training providers meet approved national standards in programme design, instructional delivery, staffing, and infrastructure to promote quality and relevance to the labour market, in accordance with the TVET Policy Implementation Standards, 2019.

Accreditation Coordination and Implementation

a) Conduct technical evaluations of Agriculture, wildlife, veterinary and related TVET providers applying for accreditation or renewal.

b) Provide guidance to the TVET providers and review institutional submissions to verify compliance with requirements including staff qualifications, training facilities, financial capacity, and programme standards (Section 40 of the TVET Act).

c) Participate in and coordinate site assessments for training providers and their corresponding programmes.

d) Prepare detailed evaluation reports and submit recommendations to the Manager Accreditation for consideration by the Council.

Quality Assurance and Monitoring

a) Conduct routine inspections and compliance monitoring of accredited TVET institutions.

b) Identify deficiencies in programme delivery, infrastructure, or staffing and recommend remedial measures.

c) Support institutions to strengthen internal quality assurance and self-assessment processes.

d) Participate in post-accreditation follow-ups to verify continued compliance.

e) Participate in the registration and licensing of TVET trainers.

f) Participate in the registration of artisans, craftsmen, technicians and technologists.

g) Participate in the registration and licensing of TVET trainers.

Enforcement and Legal Compliance

a) Report non-compliant or unaccredited TVET institutions for regulatory action under Section 44 of the TVET Act.

b) Implement Council decisions on suspension, revocation, or reinstatement of accreditation.

c) Maintain a sector-specific register of licensed and accredited TVET providers.

Sector Engagement and Stakeholder Coordination

a) Liaise with professional bodies and sector associations to ensure alignment of training programmes with market needs.

b) Participate in the development and revision of accreditation criteria, tools, and standards relevant to Agriculture science and related training.

c) Provide technical assistance and guidance to institutions seeking accreditation.

Reporting and Documentation

a) Draft and submit accreditation reports, monitoring summaries, and compliance findings.

b) Maintain updated electronic and physical records of accredited providers in the education sector.

c) Contribute to periodic and annual accreditation performance reports.

Supervision received: Directly supervised by the Manager Accreditation.

Supervision exercised: Accreditation Officers.

Education Requirements

a) Master’s degree in agriculture, wildlife, veterinary and very closely related sciences in livestock and crop management and production fields.

b) Bachelor’s degree in agriculture, veterinary and very closely related sciences in livestock and crop management and production fields.

c) A minimum qualification of a Diploma in pedagogy or andragogy is a MUST for those without prior pedagogical qualifications.

Experience

a) Minimum of five (5) years’ experience training delivery of Agriculture, wildlife, or Veterinary science at an established TVET Provider / institution in the education sector.

b) At least three (3) years of supervisory experience in an education Institution.

c) Evidence of participation in regulatory engagements is an added advantage.

Knowledge, Skills, and Abilities

a) Strong understanding of the TVET Act, 2025, and the TVET Policy Implementation Standards, 2019.

b) Knowledge of national and international standards for Agriculture or veterinary science training.

c) Excellent analytical, reporting, and institutional assessment skills.

d) Effective communication and stakeholder engagement capabilities.

e) Integrity, fairness, and objectivity in decision-making.

f) Computer literacy and familiarity with accreditation data management systems.

Physical Demands: None

Travel Requirements: Regular field travel across the country for institutional inspections, compliance monitoring, and stakeholder meetings.
