Job Summary

FHI 360 is seeking a Program Officer under the EpiC Uganda project. The position holder provides day‑to‑day technical and operational coordination, workplan tracking, sub‑award processing support, and compliance monitoring to ensure that project activities are implemented on time, meet quality standards, and comply with USG regulations, FHI 360 policies, and EpiC award terms and conditions. The position serves as a key coordination link between the technical team, sub‑awardees/ partners, and finance, procurement, and M&E functions, strengthening follow‑through, documentation, risk mitigation, and overall portfolio performance.

Accountabilities

Program & Workplan Implementation Tracking

  • Lead and coordinate support to technical teams in generating, tracking, and closing Activity Approval Requests (AARs) and Payment Request Forms (PRFs). Digitize/automate relevant workflows using DPA and related systems to enhance efficiency and monitoring.
  • Monitor and track approved EpiC Uganda workplans, ensuring timely execution across all technical areas.
  • Proactively follow up with department leads and partners to monitor activity progress, deliverables, and timelines.
  • Identify implementation delays or bottlenecks and support troubleshooting and process improvements in collaboration with the Program Manager and Associate Director.
  • Participate in internal coordination, procurement, HR, and decision‑support meetings as assigned.
  • Establish and maintain effective tracking tools, including action trackers, workplan matrices, and deliverable logs.

Sub‑Award Monitoring & Performance Support

  • Support development, modification, and management of sub‑awards, ensuring coherence between technical scopes, budgets, and M&E frameworks.
  • Support and oversee follow‑up on sub‑awardee reporting, milestone verification, and provision of feedback.
  • Support development and implementation of quarterly sub‑awardee monitoring plans.
  • Oversee quality and accuracy of sub‑award monitoring trackers for the assigned sub awards.
  • Ensure all sub‑award monitoring activities and documentation are properly filed in accordance with FHI 360 standards.
  • Support the Program Manager in providing oversight of second‑tier sub‑award management, performance, and compliance where applicable.
  • Coordinate with M&E to support monthly partner performance review meetings.
  • Coordinate with the Finance and Grants team to support timely processing and release of sub‑award funds.

Compliance Monitoring, Risk Mitigation & Capacity Building

  • Support dissemination of compliance guidance and updates related to USG regulations (including 2 CFR 200), FHI 360 policies, and award requirements.
  • Participate in joint monitoring and support supervision visits with Finance and M&E staff.
  • Track and support closure of corrective actions from monitoring visits, financial reviews, and audits.
  • Support monitoring of compliance with FHI 360 safeguarding policies.
  • Coordinate and support capacity‑building and Collaborating, Learning, and Adapting (CLA) activities for partners and PMU staff.

Team Support, Documentation & Quality Assurance

  • Provide day‑to‑day technical guidance and coordination support to Program Officers.
  • Support quality assurance of PMU documentation, including reports, correspondence, approvals, sub‑agreements, and modifications.
  • Synthesize information across activities and partners to inform internal reporting and management decision‑making.
  • Support preparation and review of quarterly and ad‑hoc program reports when required.
  • When assigned, represent EpiC Uganda in stakeholder coordination platforms and partner engagements.
  • Contribute to resource mobilization and proposal development efforts as requested.

Authority & Decision‑Making

  • Leads coordination and follow‑up within delegated functional areas.
  • Exercises sound judgment in identifying risks, prioritizing actions, and sequencing follow‑up.
  • Escalates significant implementation or compliance issues to the Program Manager in a timely, solutions‑oriented manner.

Education

  • Bachelor’s degree in Public Health, International Development, Development Studies, Public Administration, Business Administration, or a related field.

Experience

  • Typically requires a minimum of 4+ years of relevant experience with projects management
  • Principles and practices in donor‑funded program management, preferably within USG‑funded health programs.
  • Demonstrated experience supporting or overseeing sub‑award management, including partner reporting, milestone verification, and performance monitoring.
  • Solid working knowledge of USG regulations, including 2 CFR 200, and compliance monitoring practices.
  • Proven experience developing and maintaining workplan trackers, monitoring tools, and compliance documentation.
  • Strong experience coordinating across technical, finance, operations, and M&E teams.
  • Excellent written and verbal communication skills in English.
  • Strong attention to detail, persistence in follow‑up, and ability to manage multiple priorities simultaneously.
  • Demonstrated sound judgment in identifying risks and knowing when and how to escalate issues.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint); experience with project tracking systems is an asset.

Typical Physical Demands

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used :

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements

  • 10% - 25%

The expected hiring salary range for this role is UGX 67,000,000 - 95,000,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
